The roadmap for the Philippine National Volleyball Federation’s return from suspension was formally laid out by the FIVB-appointed Ad-Hoc Committee on Thursday.
Nearly a month after the International Volleyball Federation suspended the PNVF, the committee outlined a series of governance, financial, and developmental reforms that the national federation must implement before it can regain recognition.
The roadmap was developed following consultations with key stakeholders in Philippine volleyball, including the Philippine Olympic Committee, the Philippine Sports Commission, the Premier Volleyball League, national team coaches, and athletes.
Among the immediate requirements is a written commitment from the PNVF to cooperate with the PSC’s seven-year agreement covering both event organization and the Volleyball Empowerment Program, while also pledging compliance with all FIVB decisions moving forward.
The federation must also settle all outstanding salaries owed to coaches under the Volleyball Empowerment Program and ensure that future payments are made on time.
Another key directive requires the PNVF to formally commit to exercising its authority as the sport’s national governing body by integrating the PVL into the National League structure beginning in 2027.
The federation must likewise ensure compliance with FIVB regulations regarding player releases for national team duty and align the domestic calendar with the international volleyball schedule.
Within three months, the PNVF is expected to establish a conflict-of-interest policy as part of broader efforts to strengthen governance and accountability within the federation.
The roadmap also calls for the creation of a long-term national team development plan, including infrastructure projects and budget projections that will cover the remainder of the current PNVF president’s term and beyond.
Within six months of receiving notice from the FIVB, federation officials must complete a governance training program designed to improve organizational practices and leadership standards.
Athlete representation is also among the priorities identified by the Ad-Hoc Committee.
The PNVF has been directed to establish an Athletes’ Commission composed of current and recently retired players and subsequently amend its by-laws to provide athletes with representation on the federation’s board.
Another major component of the roadmap is the establishment of a regional league within six months. The initiative aims to expand volleyball opportunities outside Metro Manila, strengthen grassroots development, and create a more sustainable pathway for athletes aspiring to reach the national team.
To oversee the implementation of these measures, the FIVB and the POC will create a Transition Committee that will help manage and align the federation’s operations while the suspension remains in effect.
According to the FIVB, progress on each of these commitments will be closely monitored, with any future decision regarding the lifting of the suspension dependent on the PNVF’s compliance and commitment to long-term reform.
