There is one thing people have quickly noticed about Rep. Joseph “JB” Bernos.
No matter how hectic his schedule gets, when the games matter most, he is there.
Even during the preseason, Rep. Bernos was a familiar sight on the sidelines as Jose Rizal University captured both the 2026 U-Belt Basketball Invitational Tournament and the 2026 Filoil EcoOil Preseason Cup titles.
For Rep. Bernos, showing up has never simply been about basketball.
“Siyempre sports fan ako, pero mas importante sa akin na nandiyan ako para sa mga players at coaches. Gusto kong maramdaman nila na kasama nila kami sa bawat laban. Iyon ang kulturang napatunayan namin sa Abra Weavers, at iyon din ang gusto naming maitatag sa JRU,” Rep. Bernos said.
That culture, however, has no catchy slogan.
There is no “Abra Way.” No “Solid North Path.”
Just two words that everyone in the organization understands: Winning culture.
THE FOUNDATION

The foundation of today’s winning culture can be traced back to Abra’s very first MPBL season in 2024.
As an expansion team, the Abra Solid North Weavers exceeded expectations before eventually running into eventual champion Pampanga in the North Division quarterfinals.
The defeat proved to be more valuable than anyone initially realized.
Facing the league’s gold standard gave the organization a firsthand look at what it would take to become champions—not just in terms of talent, but in preparation, discipline, continuity, and culture.
It became the blueprint.
At nearly the same time, Rep. Bernos was also supporting Mapua University, which went on to capture the historic NCAA Season 101 championship, reinforcing many of the same principles that successful programs share.
Armed with those lessons, Abra returned a year later as a completely different team.
Under Yong Garcia, the Weavers authored one of the greatest seasons in MPBL history, finishing with a remarkable 39-1 record on their way to capturing the 2025 national championship.
The championship formula eventually made its way to Jose Rizal University.
Former Mapua assistant coach Nani Epondulan took over the Heavy Bombers, bringing with him proven winners Chris Hubilla and Lawrence Mangubat, while Garcia also continued to lend his expertise to the program.
The goal was simple: build one winning ecosystem where players could seamlessly transition while learning the same philosophy, regardless of which jersey they wore.
“Una, familiarity sa isa’t isa. Pangalawa, pareho ang sistema namin offensively at defensively. Pangatlo, compatible kami sa isa’t isa. Pang-apat, may tiwala kami sa bawat isa. Iyon ang pinakamahalaga,” Epondulan shared.
Garcia echoed the sentiment.
“Matagal ko nang kasama si Coach Nani sa coaching staff at iisa lang ang system na pinapatakbo namin. Karamihan din ng mga players namin sa JRU ay naging players na namin noong high school pa sila, kaya malaking advantage iyon dahil alam na nila agad ang sistema ng team,” Garcia explained.
After simply gaining valuable experience in NCAA Season 101, the Heavy Bombers have transformed into the biggest story of the offseason, sweeping the U-Belt and Filoil preseason championships while emerging as legitimate contenders entering NCAA Season 102.
And the success extends beyond the collegiate and professional levels.
Batang Abra has likewise become a rising force, capturing the Junior MPBL Under-21 championship last March to further strengthen the province’s basketball pipeline.
THE VISION
Behind every championship, however, is a vision.
For everyone inside the organization, that vision belongs to Rep. Bernos.
Contrary to the perception of a hands-on team owner, coaches and players describe Rep. Bernos as someone who sets high standards while giving his basketball people the freedom to build their own system.
Batang Abra head coach Denok Miranda believes that leadership has inspired everyone to give even more.
“Cong, excellence ang leadership ni Boss. Kaya kaming mga coaches, doble ang trabaho namin para maihanda nang mabuti ang mga players,” Miranda said.
Epondulan added that accountability begins at the top.
“Lagi niya kaming chine-check. Gusto niyang laging updated sa lahat. Bawal matalo. Winning culture talaga ang gusto niyang ma-establish,” he said.
That standard is also felt by the players.
Reigning MPBL Most Valuable Player Dave Ildefonso credits Rep. Bernos and the entire Abra organization for helping him rediscover his love for basketball after a difficult stint in South Korea.
“Para sa akin, malaking utang na loob ko kay Cong JB, sa family niya, at sa buong Abra staff kasi sila ang nagbigay sa akin ng opportunity na mabuhay ulit ang passion ko sa basketball, lalo na pagkatapos ng stint ko sa Korea. Binigyan nila ako ng trust at pagkakataon na maipakita kung ano talaga ang kaya kong gawin habang patuloy akong nag-i-improve. Honestly, wala namang hinihingi sa akin si Cong JB na sobra. Ang gusto niya lang ay ibigay ko ang 101 percent ko sa bawat laro at makuha namin ang panalo sa dulo,” said Ildefonso.
Hubilla, meanwhile, sees Rep. Bernos as more than just a team governor.
“Hindi ko siya tinitingnan na parang tatay. Mas parang kuya si Cong JB. Lagi siyang nandiyan para sa amin, sumusuporta at nangangamusta. Dahil doon, inspired kaming ibigay ang lahat sa bawat game,” Hubilla shared.
For team manager Christopher Conwi, watching the entire project grow has been the most rewarding experience.
“Siyempre, ito ang pinaka-fulfilling. From nothing, naging champions kami. Hindi namin ini-expect na mangyayari agad pero siyempre hindi kami puwede maging satisfied,” Conwi shared.
Every championship has reinforced Rep. Bernos’ belief that winning is never accidental.
It is built through trust, consistency, and by showing up.
But even after collecting championships from the MPBL, the Junior MPBL, and two preseason collegiate tournaments, satisfaction has never been part of the organization’s vocabulary.
Rep. Bernos is now chasing perhaps his biggest double yet—guiding the Abra Solid North Weavers to another MPBL championship while helping Jose Rizal University end its long NCAA title drought in Season 102.
For him, success is never a finish line.
“Hindi kami puwedeng maging kampante. Ang championship, hindi pinoprotektahan sa salita—pinaghihirapan ‘yan nang paulit-ulit. Hangga’t may pagkakataon kami to get better, hindi kami titigil. Ang goal namin ay hindi lang manalo ngayon, kundi magtayo ng programang mananalo nang paulit-ulit sa loob ng maraming taon,” Rep. Bernos said.
Because for Rep. Bernos and the organizations he has built, winning is not the destination: It is the standard.
