Newly promoted Brig. Gen. Michael “Mikee” Romero of the Philippine Air Force Reserve Force—a sportsman and world-ranked polo player, formerly the owner of the PBA franchise GlobalPort, and father of the owners of PVL club Capital1—was recently honored by the Philippine Navy not just once, but three times, in recognition of his “exceptionally meritorious and sustained service” in supporting naval aviation development and broader maritime capability-building efforts.
Romero was conferred the Naval Aviator Wings, Command-at-Sea Badge, and Surface Warfare Badge in separate ceremonies held on April 20 at the Philippine Fleet headquarters in Subic Bay, and on April 24 at the Naval Air Warfare Force in Sangley Point, Cavite.
The simultaneous awarding of the three distinctions is unprecedented in the history of the Armed Forces of the Philippines (AFP) and the Philippine Navy. Each badge represents a core operational domain—aviation, command at sea, and surface warfare—typically earned through distinct and separate professional career tracks within naval service.
Philippine Fleet commander Rear Admiral Joe Anthony Orbe conferred the Command-at-Sea and Surface Warfare badges upon Romero, with the approval of Flag Officer-in-Command Vice Admiral Jose Ambrosio Ezpeleta. The Naval Aviator Wings were awarded separately by Naval Air Warfare Force commander Rear Admiral Emilio Orio.
The conferment, formalized under General Orders No. 181 dated April 15, 2026, cited Romero’s “exceptionally meritorious and sustained service” in advancing naval aviation development and strengthening interoperability between the Navy and the Air Force.
Romero received the Naval Aviator Wings in recognition of his contributions to maritime aviation, including flight operations support, pilot training initiatives, and air support coordination. The Command-at-Sea Badge signifies leadership capability in directing naval forces under operational conditions, while the Surface Warfare Badge reflects proficiency in shipboard operations and fleet coordination.
Officials noted that receiving all three distinctions is highly uncommon, as they are typically achieved through separate operational specializations. His recognition underscores what the AFP described as rare cross-domain contributions in aviation support, coordination, and logistics—highlighting ongoing efforts to integrate capabilities across military services.
A certified helicopter pilot, Romero has been involved in initiatives tied to maritime air operations and inter-service coordination, particularly in support of intelligence, surveillance, and reconnaissance enhancement programs.
A separate issuance, General Orders No. 180, also confirmed his receipt of an honorary flag-rank Command-at-Sea distinction.
The recognition coincided with a strategic partnership between the Philippine Navy and Globalport Terminals Inc., designating the Romero-led company as a Philippine Navy Affiliate Reserve Unit. Under the agreement, naval forces gain access to a nationwide network of commercial port terminals for docking, refueling, resupply, and maintenance support—an arrangement expected to improve fleet mobility, logistical reach, and sustained maritime presence, particularly across the Visayas and Mindanao.
Romero operates multiple port terminals across the country, providing critical infrastructure that can support distributed maritime operations and civilian-military logistical coordination.
A former three-term member of the Philippine House of Representatives and former deputy speaker, Romero has built a diverse portfolio of interests spanning ports, energy, and infrastructure, while also being a major figure in Philippine sports—as a former PBA franchise owner of GlobalPort, a long-time sports patron, and a world-ranked polo player. His family also continues his sporting legacy, with his daughters owning PVL club Capital1.
Officials said the rare multi-badge conferment reflects a broader shift within the AFP toward recognizing contributions that bridge civilian capabilities and military requirements in an evolving security environment, particularly in enhancing joint operations and national defense readiness.
